Stat Runes:

• Dexterity of the Gods (+40 Max Dexterity)

Discipline Rune: Bounty Hunter, Drannok, Dark Knight, Archer

Gear:

• 2x Emerald of Genius Ring (+10 Dexterity +10 Intelligence)
• Emerald of Celerity Amulet (+20 Dexterity)
• 100% Light Armor
  • Armor: +8 Defense +40 Health
  • Gloves: +8 Defense +10 Dexterity
  • Boots: +8 Defense +15% Movement Speed
• Warlord's Crossbow of Ruin (Damage) or Legendary Crossbow of Oblivion (Proc)

Ability Points:

• Dexterity: 180
• Intelligence: 60
• Constitution: All other points
• Strength: 0
• Spirit: 0

Or if you decide to go with the procing bow:
