Skills or focus skills are areas of training that unlocks more advanced powers and skills. Training a skill also affects a player's hit chance with weapons and spells that are based on that skill, and plays a minor role in damage as well.
Availability
Skills can come from starting traits, races, classes, disciplines, and mastery runes. Note that just because a skill is available to your class, it does not mean it will be very effective; each class receives weapon powers at a specific rank. Mastery lines such as Throwing or Axe Mastery require 80% in a primary skills before being eligible to be trained.
Mechanics
Unlike powers, skills do not have a hard cap. There is a "soft cap" which determined by the player's intelligence score. Training a skill to the soft cap is called "golding" that skill, because the number turns gold in the skills window.
