Fear was the server chosen for the beta nation, Ebonlore, to invade and conquer. Having superior numbers and knowledge of the game's finer workings prior to the official launch, Ebonlore conquered the land early on.

This fragment has for the most part been under the tight rule of one nation, Ebonlore. Queen Ewle of Ebonlore has made various proclamations in the past and Ebonlore has enjoyed a great amount of success in crushing their opponents. Ebonlore has enjoyed a numerical advantage to most every other nation upon the fragment. They are a dark, militaristic nation. They maintain a strict hierarchy and from outward appearance are organized to nearly a fanatical degree. This explains much of why they have enjoyed such complete and early success upon the Fear fragment.
— BuckGB, May 20th 2003

However, it was not to last. Having grown tired of their success, it was discovered that the leadership embezzled the wealth of their nation and attempted to sell the assets out-of-game.

Ewle Ebonlore: Had the largest guild on live at server-up since they had their roots in Wolfpack's beta program. The guild fell apart when it was revealed Ewle was trying to sell the guild on Ebay - LOL. The fall of Ebonlore gave rise to Clan Havion.
— Rewen quoted

In the ashes of Ebonlore's fast exunt, the new top dogs became of Clan Havion and the Legion of Hing. Clan havion was the larger nation, but its ranks were filled with new and inexperienced players. Hing had smaller numbers, but each member had a reputation as a good fighter, mostly due to their frequent raids of PvE leveling and farming groups, which made them infamous overnight.

Shadowbane: Spend 20 minutes farming some out of the way spawn point, you better be thinking about heading back to town to sell, cuz you *know* Allizan is out there hunting, and if he finds you you're going to lose all your stuff.

Legion of hing was a wonderful and evil thing. God I loved them.
