Skills can be filled with Training Points. These skills are expressed as percentages that do not cap at 100%.
There are skills granted by discipline runes, by classes, or to races. Every caster-type class has its own skill which improves the attack rating and damage of the class spells, and also grants new spells (e.g. Channelers have a skill called Channeling). Weapon skills improve attack rating and damage when one is wielding a weapon that focuses in that class; they also grant weapon powers (e.g. Sword-users use the skill Sword).
