Two changes are included in this patch, one significant enough to bump the minor version:

Added additional error handling around the Shrine Decay job to triage end of day (midnight) server issues
Banes (Defender Win or Attacker Win) will now grant a blanket "no bane until" block for 72 hours (3 days)
